Professor Jose Chichava is a retired Government official having served as a primary and secondary school teacher, Head of the Provincial Department of Education and Culture, college lecturer at the Maputo Commercial Institute and a Provincial Director of Planning and Controlling of Maputo.

He was also an advisor to the Minister of Economic Planning and Finance, Minister of State Administration, a coordinator of the elaboration and implementation of the Global Strategy for Public Sector Reform and strategy to combat corruption in Mozambique. He was also Vice-President of the Inter ministerial Commission for Public Sector Reform and on the project team of the World Bank in Mozambique and AfDB President of the General Assembly of Banco Terra and then a Board Member. He was a Member of Parliament in the National Assembly, Member of the Permanent Commission, Member of the Administrative Consultative Council and Member of the Ad-Hoc Committee for the revision of the Constitution of Mozambique.

Professor Chichava holds a Degree in Economics from the Eduardo Mondlane University, a Masters Degree (MSc) in Economic Planning and Policy from the University College of Swansea, UK and a Doctorate (PhD) in Economics from the University of Wales College of Cardiff, UK, in 1997. He is currently a lecturer and researcher in the areas of economic and social reform, organisation and functioning of the State; decentralisation, planning and municipal management; public and municipal finance; economic cooperation and integration and business management.
